GER has paratroopers, GER has 2 inf in KAR, can GER attack ARC(mt) with 1 inf and still attack EVE with 1 bmb 1 inf from GER? or does ARC stop the bmb?

Paratroopers have to stop at the 1st enemy territory they come to even if it is empty.
